We the members of a Local Association of the American Bowling Congress, hereby submit ourselves to be governed by the Constitution. Rules and Regulations of the American Bowling Congress, the Local Association Constitution as stated in the ABC Rule Book, and these By-Laws, not in conflict with the ABC, Adopted for our non-profit Local Government.
By-Law 1 -- Organization
SECTION A ---- PURPOSE
It shall be the purpose of this association to promote and foster the game of American
Tenpins with the assistance, guidance and direction of the ABC by (1) Uniting the members
of the leagues, Teams and individuals within its jurisdiction; (2) Encouraging
sportsmanship and fair play; (3) Enforcing the playing rules and (4) conducting an Annual
Association Tournament to determine the five-person or four-person, two-person, individual
and an all events championship for the area within its jurisdiction.
SECTION B ---- BOUNDARIES
The boundary lines of our association are as follows:
North - Volusia County
West - Orange County, Osceola County, Volusia County
South - Indian River County
East - Atlantic Ocean
By-Law 2 -- Past Presidents
All Past Presidents of the Florida Space Coast Bowling Association may be Life Members of
the Association, and shall not be required to pay annual Association dues. Further, all
Past Presidents in good standing, shall be voting members of the Board of Directors of the
Association, and subject to all applicable rules thereof.
By-Law 3 -- Membership Dues
SECTION A
Each individual member of the Florida Space Coast Bowling Association shall pay annual
membership dues in the amount of Sixteen Dollars ($16.00). Of this amount, eight
dollars ($8.00) for each member shall be remitted to the American Bowling Congress, as its portion
of said annual membership dues, pursuant to Article 6, American Bowling Congress
Constitution.
SECTION B
Sanctioned members of other associations who bowl in any league or tournament of this
association shall be required to pay eight dollars ($8.00) as annual association membership
dues before bowling within this association.
By-Law 4 -- Elections
SECTION A ---- Annual Meeting
The annual meeting of the Association for the purpose of elections of Officers and
Directors shall be held during the month of May at such location as determined by the
Board of Directors.
SECTION B ---- Council of Delegates
The Council of Delegates shall be comprised of the League Representatives whos names
appear on the ABC League Sanction Form, or an Alternate duly appointed by league. Each
Delegate or Alternate Delegate shall be allowed one (1) vote for the league represented on
all matters brought to a vote at the Association Annual Meeting, or at any special meeting
of the Council of Delegates which the Association President may call.
SECTION C ---- Election of Board
The entire Board of Directors shall be elected by the Council of Delegates, with the
exception of the Secretary-Treasurer, Assistant Secretary-Treasurer when deemed necessary,
and all Past Presidents in good standing.
By-Law 5 -- Association Officers
SECTION A ---- Officers shall consist of the following
1. President.
2. Executive Vice President.
3. Three (3) Vice Presidents; One (1) representing each of the three (3) major areas
within the boundaries of the Association.
a. North - River Lanes, Titus Bowl.
b. Central - Space Bowl, First Baptist, PAFB,
Shore Lanes
c. South - Satellite Beach, Harbour Lanes and
Brevard Bowling Center
4. One (1) Director representing certified bowling centers of twenty-four (24) lanes or
less and one (1) additional Director for centers of twenty-five (25) lanes or more and one
(1) Director representing Wheel-Chair Bowlers of Brevard County.
5. Executive Director and Assistant Executive Director.
6. Directors-at-Large, One or more Directors representing the bowlers in the association
as a whole. The number of such Directors-at-Large shall be at the discretion of the Board
of Directors as the need arises.
SECTION B ---- Terms of Office and Method of Election
1. The term of office of the Officers and Directors of the Association shall begin on June
1st in the year elected.
2. The elections shall be held at the annual meeting of the Association with all nominees
present except that a nominee need not be present if he/she has agreed to serve on the
Board and the absence is for one of the following reasons:
Attendance at an official function of the National, State or Local
Association.
Work.
Sickness.
3. The President and four (4) Vice Presidents shall be elected for a term of one (1) year.
The President shall not be eligible for election to more than two (2) consecutive terms
but will be eligible to serve in any other position for which the eligibility requirements
are met. The President may be re-elected to that office after a minimum of one (1) year
break in service from that office.
4. The Directors shall be elected for a term of two (2) years, with terms expiring as
follows: Even Years: PAFB, River Lanes, First Baptist Church.
Odd Years: Titus Bowl.
Two Director Houses: One (1) Director shall be elected shall be elected every year for a
term of two (2) years.
5. The Executive Director shall be appointed by the Association Board of Directors, prior
to the Annual Meeting, in the even numbered year in which the National Elections are held,
for a term of four (4) years, effective June 1, in the year appointed. Continuance in
office will be subject to confirmation annually by the Executive Committee of the Florida
Space Coast Bowling Association. The Executive Director shall be an acting member of the
Board.
6. The Assistant Executive Director will be appointed by the Association
Board of Directors prior to the Annual Meeting for a term of one (1) year, to be effective
June 1, in the year appointed. The Assistant Executive Director shall be an acting member
of the Board.
SECTION C -- Eligibility for Office
1. To be eligible for election to the Board an individual must be a member, in good
standing, of the American Bowling Congress and of the Florida Space Coast Bowling
Association.
2. All individuals considered for the office of Vice President shall have served on the
Board during the current bowling season.
3. To be considered for the office of Executive Vice President an individual must have
been a Vice President or have served on the Board of Directors for the two (2) previous
bowling seasons (previous includes the current bowling year).
4. All individuals considered for the office of President shall have served on the Board
during the current bowling season in the office of Past President, Executive Vice
President, or Vice President.
By-Law 6 ---- Duties of Officers and Directors
SECTION A ---- Officers
1. President.
The duties of the President shall be as prescribed in Article 9 of the Local Association
Constitution of the American Bowling Congress as shown in the current ABC rule book.
2. Executive Vice President.
In the absence of the President he/she shall perform the duties of the President and shall
serve in any special capacity assigned by the President.
3. The three (3) Vice Presidents shall serve as District Directors for the area they
represent as follows:
North ---- Vice President.
Central -- Vice President.
South ---- Vice President.
4. Executive Director and/or Assistant Executive Director
a. Salaries.
The salaries of the Executive Director and Assistant Executive Director shall be
determined by the Board of Directors. Their total salaries shall not exceed one dollar and
fifty cents ($1.50) per sanctioned member of the Association and will be paid monthly
beginning June 1st of each year in payments equal to approximately one-twelfth (1/12th) of
the anticipated annual salary. The Executive Director shall be authorized payment of such
other expenses as approved by the Board of Directors (e.g. Office Rental, Electricity).
b. Duties.
Shall be prescribed in Paragraph C, Article 9 of the Local Association Constitution of the
American Bowling Congress as shown in the current ABC Rule Book.
c. Record Retention.
The Executive Director shall be responsible for maintaining the following records for the
period of time indicated:

d. The Executive Director with the approval of the President or Executive Vice
President shall be authorized to make purchases or pay bills in amounts up to one hundred
dollar ($100.00) without prior approval of the Board of Directors. All Checks of the
Association shall require two (2) signatures. In addition to the signature of the
Executive Director, each check must be countersigned by either the President, Executive
Vice President or the Immediate Past President.
Assistant Executive Director shall assist the Executive Director in the performance of his
defined duties and shall serve as Executive Director in his absence at Association
functions.
SECTION B ---- Directors
1. A Director shall be the Bowlers' and Leagues' representative on the Association Board
of Directors for the bowling establishment they represent. They will handle all matters
which can be settled without a ruling by the Board of Directors for the establishment they
represent unless appealed to full board or ABC.
2. They shall serve on such committees assigned by the President.
3. The Board of Directors shall have the authority to remove and replace any member of the
Board of Directors who fails to attend two (2) meetings in succession called by the
President, after a hearing by the Board of Directors. Failure to participate in any
tournament weekend run by the Association shall be deemed a failure to attend a meeting
called by the President. Absences shall be deemed excusable for the following reasons:
Attendance at an official function of the National, State or Local Bowling Association.
Work.
Sickness.
Personal Emergency.
By-Law 7 ---- Committees
SECTION A
The President shall appoint the following committees as standing committees.
1. Nominating Committee.
2. Audit Committee.
3. Constitution and By-Laws Committee.
4. Tournament Committee.
5. Publicity and Public Relations Committee.
6. Young American Bowling Alliance (YABA).
7. Hall of Fame Committee.
8. Awards Committee.
9. Budget Committee.
10. Hearing Committee.
11. Scholarship Committee.
SECTION B
The President shall appoint such other committees as deemed necessary during the year for
the effective operation of the Association.
SECTION C
The Committee Chairman shall be appointed by the President with the approval of the Board
of Directors.
SECTION D
The President shall appoint a Parliamentarian who shall serve at all meetings and hearings
as Legal Officer.
SECTION E ---- Committee Duties
1. The Nominating Committee shall be responsible for the selection of a slate of officers
due for election at the annual meeting and review of qualifications and recommendations
for the replacement of persons to fill any board vacancies.
2. The Audit Committee shall be responsible for conducting a quarterly audit of the
Association's financial records and report the financial status of the Association at
least four (4) times per year.
3. The By-Laws Committee shall accept and review all proposed changes to the by-laws and
make any recommendation on these proposals at the Annual Meeting. They shall also, with
the Parliamentarian, Be responsible for the official interpretation of the by-laws.
4. The Tournament Committee shall be responsible for conducting the Annual Tournament in
accordance with By-Law 11. In addition said committee shall conduct any other tournaments
the Board authorizes.
5. The Public Relations committee shall be responsible for fostering public relations
among the Association, the News Media, and the Bowling Public.
6. The Young American Bowling Alliance Committee shall serve as members of the Board of
Directors of the Brevard County (YABA) to help perpetuate the goal of better bowling for
the youth of Brevard County.
7. The Hall of Fame Committee shall make periodic reports to the Board regarding possible
Hall of Fame Candidates.
8. The Awards Committee shall be responsible for establishing and administering the awards
program that will benefit all of the bowlers of the Association.
9. The Budget Committee shall be responsible for setting up a line item budget and working
with the Audit Committee to assure that the budget is being followed.
10. The Hearing Committee shall be established in accordance with article 8, paragraph d
of the ABC Association Constitution.
11. The Scholarship Committee shall perform those functions set forth By-Law 13, Scholarship
Program.
By-Law 8 ---- Changes to By-Laws
SECTION A
All recommendations for changes to the by-laws shall be submitted to the Chairman of the
By-Laws Committee not later than April 15th for the review and recommendations of the
committee.
SECTION B
The Chairman of the By-Laws Committee shall cause the proposed changes and committee
recommendation to be posted in all the bowling centers of the Association's jurisdiction
not less than fifteen (15) days before the Association Annual Meeting.
SECTION C
The Chairman of the By-Laws Committee shall supervise a mailing of the proposed By-Law
changes to all league representatives not less than fifteen (15) days before the
Association Annual Meeting.
By-Law 9 ---- Annual Yearbook
The Association shall publish Average Books containing the names and averages of all
bowlers of this Association for each league that the member has bowled twenty-one (21)
games or more during the Winter and Summer Seasons. Final average sheets shall be
furnished by League Secretaries to the Association Secretary not later than June 15th.
June 1st will be used for final average cut-off date. By-Law 10 ---- Official Travel to
State, Regional and National Conventions and Meetings
SECTION A
The Board of Directors shall send the required number of official representatives to
State, Regional and National Conventions and Meetings when such representation is deemed
to be in the best interest of the Association.
SECTION B
If the financial status of the Association can afford the cost, compensation and travel
expenses shall be paid as follows:
1. Per diem in the amount of forty dollars ($40.00) per day for the maximum of three (3)
days.
2. If the travel is performed by commercial air, an amount not to exceed the cost of the
most economical round trip air fare.
3. If the travel is performed by other commercial means, actual transportation cost, but
not to exceed the equivalent cost of the most economical air fare.
4. If the travel is performed by privately owned vehicle, twenty-six cents ($0.26) per
mile up to, but no more than, the equivalent cost of the most economical round trip air
fare.
5. If two (2) or more members of the Board travel in the same privately owned vehicle,
only one member shall be authorized to collect mileage expense.
By-Law 11 ---- Association Tournament
SECTION A
The Board of Directors shall conduct an Annual Association Tournament, pursuant to the
applicable provisions of the ABC Association Constitution Rule Book.
SECTION B
Awards shall be made on both handicap and scratch basis. Should any individual qualify for
both the handicap and the scratch awards, said individual shall receive both awards. There
shall be an all events award made, and only those individuals who have entered the all
events category shall share in the all events cash awards. The all events award shall be
made to the individual with the highest total pinfall.
SECTION C
The site, date, and times for the Annual Association Tournament shall be determined by the
Board of Directors in its sole discretion, based upon the best interests of the
Association.
By-Law 12 ---- Hall of Fame
There shall be established a Florida Space Coast Bowling Association Hall of Fame. It
shall be governed by the Constitution and By-Laws of the Florida Space Coast Bowling
Association Hall of Fame as adopted by the Association. By-Law 13 ---- Scholarship Program
By-Law 13 ---- Scholarship
Program
SECTION A
There is hereby established an Annual Florida Space Coast Bowling Association Scholarship
Program, to be awarded by the Board of Directors of the Association, under the terms and
conditions herein set forth. The purpose of this scholarship program shall be to further
the interests specified in the bowler's code of the American Bowling Congress, and in the
interest of a better education for our young people.
SECTION B
Each year one (1) scholarship shall be awarded, in an amount to be determined by the Board
of Directors, based upon available funds.
SECTION C
The Scholarship shall be awarded to one graduating student from any high school in Brevard
County. The recipient shall meet the following eligibility requirements:
Must be a graduating student from any of the Brevard County High Schools.
Must be one of the following: An amateur member of the American Bowling
Congress and the Florida Space Coast Bowling Association; or
A member of the Young American Bowling Alliance; or
The child of a current member of the Florida Space Coast Bowling Association.
Must rank in the top 50% of his/her class.
Family members of current Officers or Directors of the Association are
not eligible.
SECTION D
The recipient shall be selected on the basis of academic achievement, extracurricular
activities, including athletics, sportsmanship and civic involvement.
SECTION E
The selection of the scholarship recipient shall be made from all qualified applications
received by the Scholarship Committee. The FSCBA Scholarship Committee shall be comprised
of the President and each of the three (3) Area Vice Presidents. The FSCBA Scholarship
Committee shall review all qualified applications received and recommend a recipient to
the Board of Directors for selection.
